How'd He Do It?

I have been working on an interactive map for some time now...with much help from everyone (thanks) But just like computers, as soon as you get one, something better comes along.

Any info would be great. Do you think it uses multiple scenes?
I have a similar project, only I am not using the spinning globe.
But I am trying to design the same effect, click on USA and see how it expands and has all the details of every state!
Is each state it's own button? mc?
How can I do this?
