How Do I Do This?

Ok, this is the basic setup I want:

Now, I want to be able the "Pontiac" image on the left (it will be an actual Pontiac Sign) to change (neon lights up and makes a buzzing sound) whenever the mouse passes over one of the links on the nav bar.

What's the best way to do this? I'm pretty good with html, dreamweaver, and have done some flash movies with very little action scripting (but am willing to learn whatever it takes to make this happen).
