So What Do I Do Now?

Ok, so I've worked up a nav bar kind of similar to this... http://www.hypertemplates.com/templates/11103.html(although mine's not nearly as intricate, but same principle, picture that has animation with animated nav bar buttons). What I want to do is make it into a swf, bring it into dreamweaver and put it into a cell at the top of a table, making the swf the navigation system of the site. But without using frames, how could I keep the swf at the top when the user clicks to go to a different page? Is the only way to do it by putting the swf at the top of every html page of the site and have it reload for every page? Also, I wanted to have the button have a different color background coinciding with whatever page the user is on (ie, if the person's on the News page, the News button is highlighted differently than the other buttons). Is the only way to do this by making different swf's for each section of the site with different buttons highlighted to coincide with the page? I hope I've described this alright, any help is appreciated, thanks big time!
