Img's To Swf's

I am trying to externally load images i.e. jpeg/gif/ etc. into a flash movie (offline) through a sort of editor I created, I understand how to do it via Generator=online, but I want to do it offline, is there any programs available that can manipulate img's and make them swf.'s on import?
can I use a visual basic innerface with flash embeded within it?
