Mac Vs Pc...

I read somewhere once about differing frame rates that are ideal for running flash on mac and pc. For instance, one should set their framerate to either (I think) 16, 31, and 61, rather than 15, 30, or 60? Something about how PC and MAC's designs differ in the way they process information? Can anyone confirm or disconfirm this and explain why this occurs?
